Model Bar Resolution
NOLC has developed this Model Bar Resolution on the Administration of Justice and Rapid Response for use by bar and other legal associations in advance of the 2026 midterm elections.
Election safety, administration of justice, and the rule of law are essential, nonpartisan components of our constitutional order. To help prepare for potential election-related crises, this resolution enables adoption of a baseline set of principles regarding election safety and administration of justice, and authorizes rapid response communication in specific cases where those principles are violated. The resolution uses strictly nonpartisan, Keller-compliant language focused on workplace safety for oath-takers (judges and election workers) and the administration of justice.
NOLC encourages members of applicable associations to share this Model Resolution with their association leadership, and encourage adoption prior to the 2026 midterm elections. By adopting this resolution and preparing for potential implementation now, the legal community can better equip itself for meaningful rapid response, in the event that safety- or administration of justice-related crises do arise.
